Establishes a two-year pilot program requiring the Division of Highways to issue Requests for Proposals for private vendors to handle snow removal on secondary roads in Monongalia County and Preston County (District 4)

Division of Highways retains sole discretion to identify which specific secondary roads will be included in the pilot program

Private vendors contracted for snow removal receive no sovereign immunity and are fully liable for civil damages, including death, injury, or property damage resulting from their snow and ice removal activities

Secretary of the Division of Highways may terminate a vendor's contract with 30 days' notice if performance is substandard or non-satisfactory

Current priority system maintained: Priority 1 (interstates, expressways, US/WV routes), Priority 2 (school bus routes), Priority 3 (remaining routes), Priority 4 (park and forest routes)
