Requires carbon sequestration project operators to design projects that isolate any existing or future production of commercially valuable minerals, including coal and oil and gas estates, from the carbon dioxide plume

Mandates storage operators provide written notice of proposed carbon sequestration projects to mineral owners, lessees, and operators of commercially valuable minerals within and contiguous to the project area

Allows mineral owners, lessees, and operators to submit objections to the Department of Environmental Protection regarding potential adverse effects to their commercially valuable minerals, which must be addressed to the department's satisfaction before the application can proceed

Prohibits permit issuance unless the department is satisfied that interests of mineral owners and lessees will not be adversely affected by the carbon sequestration project

Amends existing underground carbon dioxide sequestration and storage law (§22-11B-4) to strengthen protections for coal and oil and gas mineral interests in the permit application process
