Raises the excise tax on other tobacco products from 12% to 51% of wholesale price, effective July 1, 2025

Expands the definition of "other tobacco products" to include electronic smoking devices (e-cigarettes, vape pens, e-hookahs), nicotine products whether natural or synthetic, and related components and accessories

Dedicates 10% of tobacco tax revenue collected to the West Virginia Division of Tobacco Prevention

Repeals the 4% discount previously allowed to wholesalers for purchasing and affixing cigarette tax stamps
