Directs the West Virginia Department of Education to review all school closures and consolidations considered during the current year and the previous four fiscal years

Requires WVDE to propose changes to the School Aid Formula within 180 days that would prevent at least 80% of school closures that were justified based on financial and operational factors

Applies to closures regardless of whether school districts have already made final decisions on those closures

Creates the "Community School Funding Formula Revision Act" as a new section of state education code under county board of education provisions
