Requires West Virginia's statewide student growth assessment program to include benchmark assessments administered within the first 30 days of the school year and at mid-year, plus a summative assessment at year's end to measure student progression in reading and mathematics for grades 3-8

Mandates that any comprehensive statewide student growth assessment adopted before the 2025-2026 school year testing window must continue to be used for at least four consecutive years

Limits summative assessments to no more than 2% of a student's instructional time and prohibits requiring more summative assessments than federal law (Every Student Succeeds Act) requires, except as specified in the section

Prohibits collection of personal student data through assessments beyond what is necessary for instruction, academic needs, and college/career search purposes

Takes effect July 11, 2025 (90 days after passage on April 12, 2025) and removes obsolete language from existing education code
