Creates a liability cap for academic medical centers and teaching hospitals in West Virginia, limiting their liability to the amount of their insurance coverage (minimum $2 million per occurrence) regardless of the number of defendants named

Defines "academic medical center" as a nonprofit hospital affiliated with an accredited medical school meeting federal requirements, and "teaching hospital" as a nonprofit hospital sponsoring four or more graduate medical education programs affiliated with state medical or dental schools

Extends liability protection to all personnel including directors, trustees, officers, faculty, residents, fellows, students, employees, agents, and volunteers of these institutions

Applies to all causes of action filed against academic medical centers and teaching hospitals on or after May 1, 2025

Preserves any other immunities or damage limitations these entities or individuals may have under existing law
