Assigns the Department of Administration responsibility for oversight, maintenance, and operation of the chapel

Creates a Capitol Chapel Advisory Committee consisting of one House delegate, one senator, one public member, and the Secretary of Administration (serving as chair) to guide chapel use and ensure inclusivity

Permits funding through state budget appropriations, private donations, and grants, but prohibits use of state funds to promote any specific religion

Requires the chapel to be open during regular Capitol business hours with scheduling managed on a non-discriminatory basis, with no religious group having exclusive rights
