Creates the West Virginia Off-Highway Motor Vehicle Recreation Commission, a nine-member body appointed by the Governor within the Department of Natural Resources, representing OHV users, environmental groups, local government, law enforcement, land management agencies, tourism industries, and the general public

Commission must identify and designate suitable public lands as Off-Highway Vehicle Recreation Areas (OHVRAs) in coordination with state and federal agencies, with management focused on environmental sustainability and public safety

Establishes the Off-Highway Motor Vehicle Recreation Program Fund, financed through OHV registration fees, permits, violation fines, state appropriations, federal grants, and private donations

Commission responsibilities include allocating funds for trail maintenance and expansion, providing grants to private landowners for sustainable trail development, conducting environmental impact assessments, and establishing safety regulations including speed limits, noise standards, and permit requirements

Requires annual reporting to the Governor and Legislature on expenditures, environmental impacts, and policy recommendations, with the Act taking effect January 1, 2026
