Establishes the West Virginia Early Childhood Education Coordination Act, requiring the Department of Education and Department of Health to coordinate early childhood education and childcare programs including Pre-K and Birth to Three

Mandates both departments work with local school districts, Head Start programs, licensed childcare providers, and parent advocacy groups to identify all early childhood education programs in the state

Requires coordination of service delivery to ensure eligible children receive all available early childhood education benefits, including shared eligibility information between programs with consent and warm handoffs between programs

Establishes annual reporting requirements beginning July 1, 2026, with the Department of Education reporting to the Legislative Oversight Commission on Education Accountability and the Department of Health reporting to the Legislative Oversight Commission on Health and Human Resources Accountability

Takes effect July 1, 2026
