Creates the "West Virginia Litter Control and Environmental Cleanup Act" establishing a coordinated statewide approach to litter control involving the Department of Environmental Protection, Department of Transportation, and county solid waste authorities

Requires DEP to issue a Request for Proposal for a nonprofit contractor to clean illegal dumpsites, remove litter from roadways, and conduct waterway cleanups of streams, creeks, and rivers statewide

Counties employing Litter Control Officers under existing law become eligible for DEP funding assistance to enhance enforcement and cleanup efforts

Mandates annual reports and program audits to be submitted to the Legislature by July 1 each year, beginning July 1, 2026

Effective date of July 1, 2025, with funding drawn from existing litter control allocations plus potential grants, violation fines, and private partnerships
