Allows persons with a concealed carry license to carry concealed deadly weapons inside State Capitol Complex buildings, requiring license presentation upon entry if requested

Prohibits concealed carry in the Governor's office and Supreme Court chambers, including the entire third and fourth floors of the Capitol's East wing

Authorizes the Senate and House of Delegates to establish their own weapons rules for their respective chambers and galleries

Permits lawful firearm possessors to keep firearms in locked vehicles on Capitol Complex grounds if the weapon is out of normal view

Exempts sidewalks and streets directly bordering the State Capitol Complex from restrictions on carrying deadly weapons, firearms, or pepper spray of any size
