Removes the provision that private schools falling below the 40th percentile on standardized tests for two consecutive years would no longer satisfy compulsory attendance requirements

Declares private, parochial, and church schools as "autonomous entities free of governmental oversight of instruction" with authority to determine their own standards for instruction and assessment
