Shifts legislative findings to attribute regional economic damage to "harmful federal environmental policies and regulations" affecting coal-fired power generation rather than broader national and global economic changes

Removes authority's powers to acquire, own, and dispose of property, mortgage assets, maintain sinking funds, and make contracts; retains advisory functions like coordinating grant applications and consulting with legislators

Requires annual report to the Joint Committee on Government and Finance beginning December 1, 2025, detailing projects and recommended legislation for economic development along the King Coal Highway
