Any alteration, improvement, or agreement related to a dam owned or sponsored by a local conservation district is placed solely under the authority of the West Virginia Department of Environmental Protection

Local conservation districts retain their existing powers to conduct surveys, hold public meetings, carry out erosion control projects, and manage soil and water conservation programs

State and federal funding to the West Virginia Conservation Agency is explicitly protected and remains unaffected by the jurisdictional clarification

Amends §19-21A-8 of the West Virginia Code governing conservation district powers and duties

Effective immediately upon passage (passed April 12, 2025)
