Establishes joint rules governing proceedings of the 87th West Virginia Legislature, covering joint assemblies, bill processing, and inter-house communications

Requires legislation recommended by the Governor or executive agencies to be filed no later than the tenth day of each regular session

Prohibits bills or joint resolutions from being considered on third reading in the house of origin after the fiftieth day of a session, with exceptions for the Budget Bill and appropriation bills

Creates three joint standing committees: Joint Committee on Enrolled Bills (10 members), Joint Committee on Joint Rules (6 members), and Joint Committee on Pensions and Retirement (14 members)

Sets procedures for conference committees when houses disagree on amendments, requiring reports within 7 days for conferences agreed to in the first 51 days, and within 3 days for later conferences
