Requests the Joint Committee on Government and Finance to conduct a comprehensive study on substance use disorder in West Virginia

Study must assess current public health initiatives and identify gaps in prevention, treatment, and recovery services available to residents

Requires evaluation of existing state and federal program effectiveness and analysis of substance use disorder impacts on specific populations including rural communities, veterans, and youth

Committee must develop recommendations for legislative measures, funding opportunities, and partnerships to enhance support services

Report with findings, conclusions, recommendations, and draft legislation due to the Legislature by the 2026 regular session
