Declares the Legislature's intent to create the "West Virginia Coal Renaissance Act" in partnership with Governor Morrisey and the Trump Administration to encourage greater coal usage within the state

Directs the WV Department of Commerce, Coalfield Development, Public Energy Authority, and Office of Energy to develop strategies for expanding coal production and in-state consumption under the Senate Energy, Industry, and Mining Committee

Calls for consideration of new coal-fired plants, coke plants, coal-to-products operations, and regulatory provisions to require utilities to upgrade and extend the life of existing coal plants

Seeks to establish agreements preventing premature closure of coal plants and regulatory provisions to block utilities from using privatization to shut down coal-fired generation facilities

Requires quarterly progress reports to the Legislative Joint Committee on Government and Finance and directs copies be sent to President Trump, the U.S. Energy Secretary, Energy Council Chair, and Governor Morrisey
