Requests the Joint Committee on Government and Finance to study incentives and policies to attract beverage container recycling and redemption centers to West Virginia

Study must examine types of recyclable materials for incentive programs, criteria for redemption centers, funding mechanisms, and rules governing the recycling process

Addresses the lack of glass recycling plants in West Virginia, which currently forces the state to transport recyclables across state lines, increasing costs and carbon emissions

Requires the committee to develop target recycling participation rates and recommendations for legislative measures, funding opportunities, and partnerships

Committee must report findings, conclusions, and draft legislation to the 2026 regular legislative session
