Directs the Joint Committee on Government and Finance to study the problem of medical school graduates who cannot match into residency programs and how this could help address West Virginia's shortage of medical professionals, particularly in rural areas

Requests examination of allowing unmatched medical school graduates to intern with licensed physicians in West Virginia as an alternative pathway

Calls for exploring solutions to federal Medicare/Medicaid funding shortages for hospital residency programs, including raising existing caps, requiring hospitals to pay more for residents, and allowing doctors to contribute toward their own residency training costs

Asks the committee to consider feasibility of creating an Unmatched Medical Graduate Advisory Council to examine these issues and provide recommendations

Requires the committee to report findings, conclusions, recommendations, and any draft legislation to the 2026 regular legislative session
