Directs the Joint Committee on Government and Finance to study issues related to smoke shops and the products they sell, including tobacco, nicotine, CBD, kratom, and cannabis

Addresses concerns about the surge of 4,000 to 5,000 smoke shops currently operating in West Virginia, according to the Department of Agriculture

Examines the sale of legal and illegal tobacco and nicotine products to minors, as well as products not approved by the FDA for human consumption

Investigates the source and delivery methods of illegal products being sold in smoke shops throughout the state

Requires the committee to report findings, conclusions, and recommendations, along with draft legislation, to the 2026 regular legislative session
