Honors Sergeant Robert "Bob" Milford Payne, born September 18, 1928, who enlisted in the U.S. Marine Corps on November 8, 1950, in South Charleston

Sgt. Payne was wounded in action at Hanchun-ni, Korea, receiving the Purple Heart, Korean Service Medal, and United Nations Medal before his honorable discharge on May 7, 1952

Sgt. Payne died on January 23, 2015, and is interred at Tyler Mountain Memory Gardens in Cross Lanes

Directs the Division of Highways to create and place signs identifying the memorial bridge and requires the Senate Clerk to forward the resolution to the Commissioner of Highways
