Proposes a constitutional amendment to Article X of the West Virginia Constitution, adding Section 1d, granting the Legislature authority to reduce or eliminate ad valorem (property) taxes on automobiles and other personal property

Requires the Legislature to provide equal or greater revenue replacement to counties and localities that would lose tax revenue from any reduction or elimination of these ad valorem taxes

Designates the proposal as "Amendment 1" for ballot purposes, to be submitted to voters at the 2026 general election

Amendment would take effect immediately upon ratification by West Virginia voters
