Proposes a constitutional amendment to Article IV, Section 1 of the West Virginia Constitution to explicitly require United States citizenship for voting in all state elections

Adds the phrase "who are citizens of the United States" to the existing voter eligibility requirements for West Virginia citizens

Maintains current voting restrictions for minors, those declared mentally incompetent, persons convicted of treason, felony, or bribery in elections, and those not meeting the 30-day residency requirement

Designates the proposed amendment as "Amendment 1" titled the "Citizenship Requirement to Vote in West Virginia Elections Amendment"

Requires the amendment to be placed on the ballot at the 2026 general election for voter ratification or rejection, following approval by two-thirds of the legislature
