Establishes procedural rules for the West Virginia Senate during the 87th Legislature, including quorum requirements (majority of elected members), officer elections (President, Clerk, Sergeant at Arms, Doorkeeper), and order of business

Prohibits introduction of new Senate bills and joint resolutions after the 41st day of regular session without two-thirds approval, and bars concurrent resolutions naming transportation infrastructure after the 55th day

Reorganizes standing committees by eliminating the Committee on Outdoor Recreation and Committee on School Choice, while separating Natural Resources from the Agriculture committee into its own standalone committee

Sets rules for bill readings (three different days required), amendments (only on second reading), voting procedures (yeas and nays recorded for bill passage), and reconsideration of votes (must be made same day or next session day)

Establishes chamber decorum requirements including prohibition on smoking/tobacco, muted electronic devices, business attire (coat and tie for men), and restrictions on lobbying members during session
