Authorizes the Clerk of the Senate or presiding officer to appoint per diem employees for the 60-day First Regular Session of the 87th Legislature, including up to 30 administrative assistants, 10 legal counselors, 5 legislative analysts, and various support staff

Sets per diem compensation rates ranging from $90-$400 depending on position, with legal counselors receiving the highest rates ($250-$400 per diem)

Establishes monthly salaries for 30 full-time Senate positions for the year 2020, ranging from $2,944.52 (Custodian) to $11,908.33 (Chief of Staff)

Grants the Clerk of the Senate and presiding officer authority to hire additional staff beyond those specified, as well as to supervise, dismiss, and set compensation for personnel during and between legislative sessions
