Recognizes West Virginia State University as a historically black college and university (HBCU) founded by the West Virginia Legislature on March 17, 1891, and established as an 1890 land-grant institution under the second Morrill Act

Highlights the university's distinction as the first public college in West Virginia to be accredited by the North Central Association Higher Learning Commission in 1927

Notes the university has over 17,000 alumni living in West Virginia, including notable figures such as the Tuskegee Airmen, NBA legend Earl Lloyd, and Presidential Medal of Freedom recipient Katherine Johnson

Directs the Clerk to forward a copy of the resolution to Ericke S. Cage, the 13th President of West Virginia State University
