Creates a Select Committee on Substance Use Disorder and Mental Health for the 87th Legislature, consisting of up to 17 members appointed by the Presiding Officer

Grants the committee jurisdiction over legislative proposals related to substance use disorder, mental health, and related matters

Authorizes the committee to meet and receive payment during interims between regular sessions of the 87th Legislature

Committee's purpose includes gathering information on prevention, treatment, and research of substance use disorders and mental health issues, including policies on access to care, treatment programs, and funding allocation

Committee members may receive travel expenses, interim expenses, and other compensation as provided by law, subject to Senate President approval
