Awards $20,000 annually in scholarships to West Virginia students and over $200,000 in premiums for livestock, 4-H projects, and home arts; youth livestock auctions have generated over $4 million since 2013

Directs the Senate Clerk to forward a copy of the resolution to Kelly Collins, CEO of the State Fair of West Virginia
