Commemorates the 75th anniversary of the Sport Fish Restoration Program, established by the Federal Aid in Sport Fish Restoration Act of 1950 and expanded by the Wallop-Breaux amendment in 1984

Recognizes the American System of Conservation Funding, which has contributed over $78 billion to state fish and wildlife agencies since 1939 through Wildlife and Sport Fish Restoration Programs and license fees

Acknowledges the funding mechanism of manufacturer excise taxes on fishing equipment, motorboat fuel, and small engine fuels that are distributed to states through the U.S. Fish and Wildlife Service

Honors anglers, boaters, the sportfishing industry, state fish and wildlife agencies, and the U.S. Fish and Wildlife Service for their role in restoring fish and aquatic resource populations

Directs the Clerk to forward copies of the resolution to the West Virginia Division of Natural Resources, West Virginia Congressional offices, and media sources
