Limits reimbursements to $10,000 per individual employee and $50,000 maximum per employer per fiscal year, with the Division of Economic Development administering the program.

Restricts eligibility to West Virginia employers registered with the Secretary of State and in good standing with unemployment compensation law; excludes public bodies and foreign nonprofit corporations.

Requires eligible employees to have resided in West Virginia for six months and maintained full-time employment for six months prior to training.

Mandates employers retain training records for five years and report any wage reductions within two years of receiving reimbursement, with records exempt from public disclosure.
