Creates the West Virginia Aerospace and Advanced Manufacturing Growth Act, establishing an Aerospace Development Program within the Department of Commerce to attract, develop, and expand aerospace operations including research, assembly, maintenance, repair, and overhaul of aircraft and spacecraft components

Establishes the Job Development Investment Grant Program with annual liability caps of $12-15 million, providing grants to businesses based on job creation tiers: high-yield projects require $500 million investment and 1,750 jobs; transitional projects require $1-3 billion and 1,750-3,875 jobs; transformative projects require $1 billion and 3,000 jobs

Creates the Industrial Utility Development Fund Account to assist economically distressed counties with infrastructure construction including water, sewer, gas, telecommunications, broadband, and electrical utilities for job-creating projects

Exempts projects receiving Job Development Investment Grants from county and municipal zoning, building permits, inspections, code enforcement, and licensing requirements

Consolidates 17 existing tax incentive programs available to aerospace projects, including manufacturing property tax adjustments, research and development credits, apprenticeship training credits, and high-wage business tax credits
