Establishes definitions for "mass balance attribution" as a chain of custody accounting methodology certified by third parties that enables tracking of recycled materials, recycled plastics, and renewable chemicals in manufacturing

Defines "recycled material" and "recycled plastics" to include products certified under third-party mass balance attribution systems, expanding beyond traditional mechanical recycling to include chemically recycled feedstocks

Creates new definition for "renewable chemical" covering monomers, polymers, plastics, and chemical substances produced from renewable biomass or certified under mass balance attribution systems

Requires the Director of Environmental Protection to identify and approve third-party certification systems for mass balance attribution and promulgate rules to implement these systems

Amends West Virginia's Solid Waste Management Act (§22-15-2 and §22-15-5) to promote use of recycled content in new products through certified tracking methodologies
