Creates the "Bring Them Home Fund" as a special trust fund administered by the Secretary of the Department of Human Services to reduce out-of-state placements of children needing psychiatric, neurodevelopmental, or trauma services

Fund sources include legislative appropriations, grants, gifts, donations, investment income, and reinvested savings from reduced out-of-state placements

Authorizes disbursements to renovate existing state properties for high-acuity treatment facilities, develop in-patient and aftercare programs, and expand West Virginia's child welfare provider network

Permits the Department to coordinate with other state agencies and the State Board of Education to identify and repurpose state-owned properties for childcare facilities

Allows management agreements with private entities to operate facilities, with priority given to in-state children before accepting out-of-state placements
