Exempts new hires and promoted employees in the Department of Health Facilities, Department of Human Services, and Department of Health from West Virginia's classified civil service system and state grievance procedures beginning July 1, 2026

Current employees retain their classified civil service status and grievance procedure access as long as they remain in their current position

Employees who leave their current position but remain within these departments will be transferred to the classified exempt service system and lose access to grievance procedures

Department secretaries may designate certain employees to retain classified status when necessary to comply with federal law or maintain federal funding eligibility

Prohibitions on nepotism, favoritism, discrimination, and unethical employment practices continue to apply to these departments despite the exemptions
