Consolidates West Virginia's 55 county school districts into no more than 27 regional or area school districts, effective July 1, 2029

Requires the State Board of Education to study unification issues and submit a report with proposed legislation to the Governor and legislative leaders by October 31, 2026

Creates an 11-member School District Unification Committee chaired by the State Superintendent, including three county superintendents, representatives from teacher unions and school board associations, and current classroom teachers

Allows for regionally facilitated planning processes where local school boards or county superintendents can develop their own unification or consolidation plans

Authorizes the State Board of Education to establish rules governing interim policies and procedures during the transition and phase-out period for existing county districts
