Establishes the HALO Act to protect first responders (law enforcement officers, correctional probation officers, and emergency medical care providers) while performing official duties

Prohibits approaching or remaining within 14 feet of a first responder after receiving a verbal warning not to approach

Violation requires intent to interrupt, disrupt, hinder, or interfere with the first responder's duties; threaten them with physical harm; or harass them

Defines "harass" as conduct directed at a first responder that causes substantial emotional distress

Violation constitutes a misdemeanor offense of obstructing an officer under existing West Virginia code §61-5-17
