Establishes the Blue Envelope Program to assist communication between law enforcement officers and individuals with autism spectrum disorder, dementia, or intellectual and developmental disabilities during traffic stops

Requires the West Virginia Division of Motor Vehicles, in coordination with the West Virginia Behavioral Healthcare Providers Association, to design and distribute specially colored blue envelopes by January 1, 2027

Blue envelopes hold driver's license, vehicle registration, and emergency contact card, with communication guidance printed on the exterior to help officers adapt their approach

Participants also receive a window cling decal to display in their vehicle indicating program participation

Eligible individuals with valid driver's licenses or permits may request program materials from DMV offices, county sheriff's offices, or municipal police stations
