Establishes a three-year Tri-Share pilot program beginning July 1, 2026, where childcare costs are split equally among the state, employer, and employee (one-third each)

Covers dependent children from birth to 17 years of age for employees whose household income is between 150-250 percent of the Federal Poverty Level

Requires implementation in five counties: three urban and two rural

Department of Human Services must report annually to the Legislative Oversight Commission on employer/employee participation, childcare facility availability and costs, and workforce impacts

Authorizes statewide expansion if the pilot program successfully improves childcare stability, affordability, access, and quality
