West Virginia Higher Education Policy Commission would establish a grant program to provide funding to state colleges and universities for addressing student food insecurity and health/hygiene needs

Grants may fund construction or purchase of physical food and health aid pantries on campuses, as well as shelf-stable food products

Allowable health and hygiene purchases include first aid supplies, toiletries, feminine hygiene products, cleaning supplies, and disposable tableware for food consumption

Institutions must maintain detailed monthly inventory tracking of all purchased items, items distributed, and remaining stock, with receipts submitted to the Chancellor within 30 days

Annual report required to the Legislative Oversight Commission on Education Accountability detailing grant amounts, campus impact, and recommendations for program expansion, with an effective date of July 1, 2026
