Allows teachers who joined the Teachers Retirement System (Tier II members) on or after July 1, 2015, to convert accrued annual and sick leave into retirement service credit at a 1:1 ratio (one day of leave equals one day of service credit)

Reverses the current prohibition that prevents Tier II teachers from applying accrued leave toward retirement service credit, which was available to teachers who joined before July 1, 2015

Specifies that the additional credited service from converted leave may only be used to increase retirement benefits, not to meet initial eligibility requirements for retirement

Requires computation of service credit to follow existing state rules (162-4-4.12) except that the multiplier changes from two days per day of leave to one day per day of leave for Tier II members
