Creates a 10-member partnership appointed by the Governor consisting of five representatives from four-year universities and five from two-year colleges, serving four-year terms

Allocates $250,000 in total grant funding, distributed as five $50,000 grants to collaborative partnerships between four-year and two-year institutions

Requires the Higher Education Policy Commission to determine which institutional partnerships are eligible for grant funding

Supports student and faculty exchange programs and collaborative educational initiatives between West Virginia and Irish institutions
