Allows individuals with a valid concealed carry permit to carry a concealed handgun in or on the grounds of any public primary or secondary school in West Virginia

Removes the previous age requirement of 21 years old for concealed carry permit holders to possess firearms near schools

Eliminates restrictions that previously limited permit holders to keeping handguns only in vehicles in school parking lots (stored out of view, in locked compartments)

Maintains existing exemptions for law enforcement officers, school safety officers, probation officers, and programs specifically authorized by school boards

Violations of the school weapons prohibition remain a felony punishable by 2-10 years imprisonment and/or fines up to $5,000
