Creates new Article 17 in West Virginia Code declaring federal firearms regulations to be infringements on Second Amendment rights and "null and void" within state borders

Defines prohibited federal actions to include: special taxes on firearms/ammunition, registration or tracking of firearms or owners, bans on possession/ownership/transfer, and confiscation orders affecting "law-abiding citizens"

Imposes an affirmative duty on West Virginia courts and law enforcement agencies to protect gun rights and refuse to enforce federal firearms regulations outlined in the bill

Allows private lawsuits against any person, including state employees, who enforces federal gun laws, with awards of attorney's fees and costs; eliminates sovereign, official, and qualified immunity as defenses

Permanently bars anyone who enforces federal firearms laws while acting under federal authority from future employment as a law enforcement officer or supervisor in West Virginia, with mandatory termination if found ineligible by a court
