Mandates schools show students a high-definition ultrasound video (at least 3 minutes) depicting early fetal organ development, plus the "Meet Baby Olivia" video produced by Live Action showing fertilization through birth

Creates a new section of state code designated the "Baby Olivia Act" (§18-2-47) establishing these curriculum requirements

Authorizes the West Virginia Attorney General to bring civil lawsuits for damages and injunctive relief against any person or entity that violates the curriculum requirements

Directs the state board of education to promulgate legislative rules implementing the new human growth and development curriculum
