Establishes the "Adoption Education Act" requiring West Virginia educational institutions under the State Board of Education or public university boards to provide information about adoption practices and resources whenever contraception is discussed or dispensed, or when STIs are discussed or tested for

Requires family life and sex education programs, if adopted by local school boards, to include instruction on available adoption resources, current U.S. adoption practices, and information about the Safe Haven Act

Affirms legislative policy that primary responsibility for family life and sex education rests with the home and church, with schools serving a complementary role and local school boards making decisions about program implementation

Directs the West Virginia Department of Education superintendent to incorporate these requirements into state health content standards

Takes effect July 1, 2026
