Mandates the DEP Director to include this disclosure requirement as part of the permit application process for activities regulated under Chapter 22 of the West Virginia Code

Exempts trade secrets and other proprietary information from the disclosure requirement

Establishes a legislative finding that residents near permitted activities have a right to know the nature and purpose of those activities
