Terminates the existing West Virginia Fusion Center Joint Oversight Committee on June 30, 2026, and establishes a new committee effective July 1, 2026, with the same bipartisan membership structure of 10 legislators plus counsel and staff

Requires the Department of Homeland Security's Inspector General to conduct an annual oversight audit of Fusion Center operations, with reports due to the committee by September 1 each year

Grants the Senate President and House Speaker authority to call Fusion Center employees to testify at committee meetings regarding audit findings or general operations

Mandates the audit assess compliance with rules, statutes, and policies by all Fusion Center employees, partners, law enforcement agencies, and sub-contractors utilizing its services

Establishes that intentional violations of federal or state laws, rules, or egregious misconduct discovered during audits constitute grounds for termination and referral to law enforcement for potential criminal prosecution
