Expands West Virginia's community education programs to specifically include services for senior citizens, adults without high school degrees, and low-income individuals who cannot otherwise afford such services

Adds estate planning, healthcare information, and prescription assistance to the list of services provided through community education programs at public facilities

Changes county board of education participation from optional ("authorized, but not obligated") to mandatory ("shall") for coordinating community education programs

Requires the State Board of Education to promote implementation of these expanded community education programs statewide and establish governing rules

Utilizes existing public school facilities as community centers operated in partnership with governmental agencies and community service organizations
