Continues the West Virginia Law Institute as an official advisory law revision and reform agency located at WVU College of Law, with duties to recommend improvements to substantive and procedural law to the Joint Committee on Government and Finance.

Expands membership to include six practicing attorneys from each congressional district (up from four), adds the Career Services director at WVU College of Law, and allows the institute to select additional members through its bylaws.

Establishes four-year staggered terms for appointed members with eligibility for one additional term, and requires vacancies to be filled according to institute bylaws.

Authorizes citizen members to receive reimbursement for expenses in accordance with state code provisions for legislative bodies.

Exempts the institute from West Virginia's open meetings laws as an advisory body.
