Amends West Virginia Code §61-7-7 to create an exception for medical cannabis card holders and their caregivers from the prohibition on firearm possession by controlled substance users

Medical marijuana patients and caregivers cannot be denied the right to own, purchase, or possess firearms, ammunition, or firearm accessories based solely on their medical cannabis status

Prohibits state and local agencies, municipal, and county governing authorities from restricting, revoking, or suspending firearm rights or related licenses based solely on medical cannabis card holder or caregiver status

The exception applies unless cannabis consumption affects mental, emotional, or physical processes to a degree resulting in abnormal behavior
